Potential
Threat to Homeland Using Heavy Transport Vehicles

joint DHS and FBI information bulletin was recently released
to sensitize state and local authorities and the private
sector responsible for security of critical infrastructure
and key resources to the potential for terrorists to
use heavy transport vehicles as vehicle-borne improvised
explosive devices (VBIEDs) against a range of attractive

Limitations
on the Issuance of Commercial Driver’s Licenses With Hazardous
Materials Endorsement
FMCSA issues
this rule to amend the compliance date in its term final rule
(IFR) published in the May
5, 2003 Federal Register regarding limitations on State issuance
of commercial driver’s license (CDL) with hazardous endorsement.
States must not issue, renew, transfer, or upgrade a CDL with
hazardous materials endorsement unless the Transportation Security
Administration
(TSA) has first conducted a background records check of the
applicant and determined the applicant does not pose a security
risk warranting
denial of the hazardous materials endorsement. Read

FMCSA
Temporarily Removes SEA and SafeStat Scores
The
Federal Motor Carrier Safety Administration (FMCSA) has temporarily
removed the motor carrier Accident Safety
Evaluation Area (SEA) and overall SafeStat scores from its Analysis & Information
Online (A & I) website, while the agency works with its state
partners to improve timeliness, completeness and accuracy of
the large truck
and bus safety data contained. Read

Hours
of Service Rules – Controversial Court Order to Vacate
On July 16, 2004, the US Court of Appeals for the District of
Columbia Circuit in essence threw out the new hours-of-service
regulations in response to a lawsuit filed by Public Citizen, Citizens
for Reliable and Safe Highways and Parents Against Tired Truckers.
The groups argued that the new rules allow drivers to work longer
hours, therefore putting all highway users at a safety risk. Read full article. |
